Fix Shield Slam

Spell name: Shield Slam
Error/issue: The Issue is that Shieldslam is atm the weakest attack that a protection warrior has. That is because Shield Slam scales with Blockvalue and Blizzard implemented a blockvalue cap in 3.3.5a because of people stacking blockvalue item pieces from older raid tiers simply to get insane Shield Slam burst.
Your solution: Remove the blockvalue cap. That won't lead to absurd Shieldslam Damage because you won't be able to stack much Blockvalue since there are no blockvalue items for lvl 100. So theres only the natural Strenght/2 -> Blockvalue Conversion. With that Change shieldslam will still be weaker then Revenge... but atleast not completly useless.
Optional additional Change: Maybe also increase the base block from shield items a little bit to make it so that shieldslam is stronger then revenge while Shieldblock is active (which doubles the blockvalue of the warrior) and is weaker then Revenge when Shieldblock isn't active. That is how it was on Retail back then.
Hope u will agree that it is ridiculous that the Prot Warriors Iconic attack deals peanut dmg and should be changed.
