Few suggestions

I have 3 simple suggestion:


1.
Inner Fire -> Remove stacks from it and remove InterruptFlags in spell.dbc, that way players don't need to reapply it every now and then.

Power Word: Fortitude, Arcane Intellect ... -> Make them scale with % of stats, this can be done by editing spell.dbc AuraName, MiscValue and BasePoint.

Also, remove reagnet cost from all buffs and make all buffs raid wide with 60 minute duration. (Editing EffectImplicitTarget and DurationID)

2.
Add items to item.dbc and make a client side patch, It's not  too hard to do that and there are tools that connect with SQL database and convert all items to item.dbc

3.
Add ZoneOrSort in `quest_template` to all quests. It would be nicer to see quests organized in correct order instead of them being put in "Missing Header"

Otherwise server balance (at least on low levels) seems to be really, really good especially design of gold farming, which is rarely seen on fun servers.

Very nice suggestions, but I think your ideas are intended to almost alter the way the buffs work all together, they're all working as intended for this patch. The stats may require a small buff but that is all I can see as being an issue.
